About Dr. Harbor — Ph.D., Licensed Psychologist

Dr. Harbor brings over four decades of specialized experience in child and adolescent psychology spanning clinical, educational, and private practice settings. His career began in psychiatric hospitals, where he progressed from psychiatric technician to Director of Child and Adolescent Programs at USF Psychiatry Center, overseeing inpatient services, Headstart consultation, and three juvenile justice initiatives. Following his Ph.D. in School Psychology from the University of South Florida, he transitioned to Hillsborough County Public Schools.

For the next 20 years Dr. Harbor provided Psychological services at Hillsborough County Public Schools, with the last fifteen as the School Psychologist at Leto High School, a Title 1 school with a predominantly Latino student population. Additionally, he supervised Doctoral Interns and Advanced Practicum students, and for a decade he simultaneously shaped future practitioners as a visiting faculty at USF's Psychological and Social Foundations graduate program.

Since 2011, Dr. Harbor has operated a private practice providing comprehensive psychological evaluations for clients from pre-K through college, addressing needs ranging from severe mental health concerns including psychosis and suicidality to ADHD, anxiety, depression, and learning disorders.

Utilizing the Response to Intervention model. He delivers cognitive behavioral therapy (CBT) to approximately 25 adolescents and college students weekly. In addition to ADHD and Executive Function, Dr. Harbor specializes in student transition from high school to college.

Dr. Harbor is Licensed as a School Psychologist in the State of Florida. He is a Member of the National Association of School Psychologists (NASP) and the American Psychological Association, Division 16 (APA). His leadership contributions include serving as President of the Florida Association of School Psychologists (2012-13) and maintaining active board involvement through 2021.

Since 1999, Dr. Harbor continues to present extensively on ADHD, executive function, college transition, and mental health disorders at regional, state, and national conferences.

Patsy is a proud Gator, graduating from the University of Florida with her B.S. and Masters of Accountancy. She passed the CPA exam in one sitting, then worked as an Auditor for the international accounting firm of EY. Her experiences at EY gave her the opportunity to work at the highest level in the field of accounting.

Kessie graduated from the University of South Florida with a B.S. in Psychology. After graduation, Kessie works in a clinic with children on the Autism Spectrum but continues to work in the Private Practice entering data and generating charts and graphs to assist Dr. Harbor.
